Land Reutilization Program
Program: In 2005, per the Ohio Revised Code Chapter 5722, Portsmouth City Council adopted a resolution in the Portsmouth City Codified Ordinance (Year - 2005 Number 91) to create the City of Portsmouth Land Reutilization Program. The City of Portsmouth Health Department uses an interdepartmental team to identify sites available through the Scioto County Delinquent Real Estate listings for properties within the city limits that can be acquired by the city and made available for redevelopment.
Program goal: To return delinquent, nonproductive property to use.
Benefits: Lower site acquisiton cost and tax generating development on previously underutilized City parcels.
Eligibility: Interested parties must fill out an application, submit application fee and attend an appointment to review submitted application for consideration. Recipients of the City of Portsmouth Land Reutilization Program sites must produce the proposed development and maintain compliance for the specified time limit given or the site will revert to City ownership.
Approval: Projects are chosen by a multi-department committee and final contracts are approved by the Portsmouth City Council.
Evaluation: Periodic site visits by staff during development and during the compliance time period will be performed to determine if the proposed project is meeting the guidelines set by the City of Portsmouth Land Reutilization Program.
