The Emergency Planner is Dr. Randall L. Schlegel, D. C.  Randy is responsible for overseeing the Ohio Department of Health’s Public Health Infrastructure grant for both Scioto County and Portsmouth City Health Departments.

Goals: Public Health Infrastructure (PHI)

Core Leadership

  • To develop and maintain public health capacity and achieve and maintain core leadership.

Target Capabilities

Planning

  • To ensure that all emergency response plans addressing natural and man-made disasters including terrorist events, are developed, structured and completed in such a manner that they are consistent with local, regional, state and federal regulations, standards and policies and comply with the National Response Plan (NRP), National Incident Management System (NIMS) and National Infrastructure Protection Plan (NIPP) contributing to the National Preparedness Goal.

Interoperable Communications

  • Develop and maintain communications procedures with redundancies and using more than one form of communication within and across entities and jurisdictions.

Community Preparedness and Participation

  • Educate citizens on prevention, protection and recovery from all threats and hazards. Have procedures in place to educate and train volunteers in necessary positions in preparation for an outbreak or disaster.

Epidemiological Surveillance and Investigation

  • To develop the capacity to rapidly identify diseases and initiate prevention and control activities for response to bioterrorism, terrorism, unintentional, or naturally occurring events that result in public health threats or emergencies.

Isolation and Quarantine

  • Have regional procedures in place to isolate or quarantine infected/exposed people.

Emergency Public Information and Warning

  • Develop and coordinate the release of accurate and timely information to the public including alerts, warnings, and emergency response and recovery processes.

Target Capabilities

  • Have regional procedures in place for exposure and disease detection, implementation of rapid surveillance, epidemiological investigation and analysis and recommendation for implementation of control measures.

Mass Prophylaxis

  • Have regional procedures in place to track and dispense vaccine.

Isolation and Quarantine

  • Have regional procedures in place to isolate or quarantine infected/exposed people.

Emergency Public Information and Warning

  • Develop and coordinate the release of accurate and timely information to the public including alerts, warnings, and emergency response and recovery processes.

Regional Medical Response System (RMRS)

Target Capabilities

Interoperable Communications

  • Develop and maintain communications procedures with redundancies and using more than one form of communication within and across entities and jurisdictions.

Volunteer Management

  • Effectively identify, determine uses for, manage and deploy volunteers and donations before, during and after an incident.

Mass Care (Sheltering, Feeding and Related Services)

  • Plan for and execute in-place sheltering, evacuation, and re-entry of an at-risk population. Prepare to transport special needs populations. Provide immediate shelter, food, basic first aid, and other needed items to affected populations, including those with special needs.

Public Health Liaison

  • Liaison activities to support LHD leadership’s ability to partner with ODH on bioterrorism and emergency preparedness and improve communications with the Association of Ohio Health Commissioners.
